REGULAR MEETING MINUTES
SEPTEMBER 8, 2008



WORKSHOP: 5:30 PM

Present: Mayor, all Council except Mayor Pro tem Mahaffey (ill).
David with Tribune; Andrew with Cable; several visitors

Workshop: Council discussed agenda items:

~ Citations for garbage non-payments
~ Second notices for late sewer payments
~ Higher penalties for late business license payments
~ Citing business license violators
~ Christmas tree lighting and parade
~ Sidewalk Sales


Regular meeting:

Mayor Cash called the meeting to order.

Councilman Pye gave the invocation.

Mayor Cash stated that he was allowing 15 minutes for a public forum to give the public a chance to speak for three minutes each concerning City issues. The following spoke during the public forum:

~ Alfred Dawkins
Mayor Cash closed the public forum and went into the business section.

Councilman Johnson made the motion to approve last month’s minutes; Councilwoman Dawkins second. Motion carried.

Councilwoman Dawkins made the motion to approve additional signage for the Welcome to Chesnee signs (requested by the Planning Commission) with the money coming from Hospitality Tax. Councilman Pye second. Motion carried.

Vertie Crawford gave the Planning Commission report. She stated that the Planning Commission would now be meeting on the first Monday of the month at 6:30 PM. She stated that Christmas is getting closer, and asked for donations of clothes and toys. Mayor Cash asked about a possible “Music on Main” for downtown. Ms. Crawford agreed to look into it. She presented the names of Rose Jensen and Neal Martin for the Planning Commission. Councilman Johnson made the motion to appoint them to the P. C. Councilman Pye second. Motion carried.

Mayor Cash read the "Policy on Advertising" to Council. Councilman Johnson made the motion to adopt it. Councilman Pye second. Motion carried.

Chief Smith gave the police report:
~ Officer Turner graduated CJA
~ Richard Blanton hired
~ 328 calls answered
~ 35 old cases cleared
~ Fred's doing "Community Heroes Program"
~ Alzheimer's Class at Police Dept. in October
~ Police Chief's convention in October

Councilman Pye told the group that he had made the motion to stop sidewalk sales, and he now realized he was wrong. He stated that he regretted voting the way he did. Councilwoman Dawkins stated that she felt the same way, and what you did for one, you did for all.

Victims Advocate Ben Dodd stated that for the month of August, six victims were assisted. He gave a report on his cases for court.

Councilwoman Dawkins asked about the signs being removed at the corner of Fairfield and Highway 11. Ms. Colbert stated that she wanted to clear that up; that she had suggested in the Planning Commission meeting that the signs below the big sign be removed so grass and weeds could be cut, and the next morning they were gone. The Mayor told her the state had removed the signs because they were on state right of way.

Councilman Johnson made the motion to adjourn. Councilman Pye second. Motion carried.
